Explicit rules test whether the evidence supports selective improvement, boundary-led migration, refactoring in place, replatforming, targeted replacement, or discovery-led containment. Material control, recovery, data, or ownership constraints can require stabilisation before any method is scaled.

Because context outside these questions can change the decision, the recommendation must be proven with one bounded slice and reviewed by accountable leaders.
